Summer Shipp 'Celebration of Life' Memorial planned

Family and friends will hold a memorial service Oct. 27 for Summer Shipp, who was missing almost three years before her remains were found last week. The service will be held at 2 p.m. at the Screenland Crossroads Theatre, 1756 Washington St., Kansas City. Summer Shipp touched us all..... Those who met her in life told us all glorious and inspiring stories, shared their loving memories, Brandy Shipp became an advocate for missing adults, and a beacon and the face of Hope for us all, leading us all to feel as if Summer were a part of us, we felt we knew her... Blunt Announces New Program Aimed at Locating Missing Persons

JEFFERSON CITY– Gov. Matt Blunt today announced a new program designed to fill a void for those missing persons whose information surrounding their disappearance fail to meet the AMBER Alert criteria.

"Missouri is joining a growing number of states using the AMBER Alert Program to trace missing children while the trail is still fresh," Blunt said. "The plan is ideal for law enforcement because an alert can now be used for runaways and parental child abduction cases."

The mission of the Endangered Person Advisory Program is to develop and coordinate the efforts of law enforcement and the media in order to increase public participation in safely recovering endangered missing persons by increased communication and effective resources sharing.

The new criteria includes "unexplained" as a reason a person might be missing and opens the possibility for other factors that may put a person in danger. Original criteria permitted classifying an endangered person under suspicious circumstances only.

The advisory stands to include victims such as a 19-year-old kidnapping victim, a 75-year-old Alzheimer's patient who wandered off, a 14-year-old missing girl with suspicious computer correspondence or an 11-year-old Boy Scout lost in a mountain wilderness area. Currently none of these victims are covered under the standards for issuing an AMBER Alert.

The Endangered Person Advisory Program is initiated solely by Missouri law enforcement agencies using the following criteria: Is the person missing under unexplained, involuntary, or suspicious circumstances? Is the person believed to be in danger because of age, health, mental or physical disability, environment or weather conditions, in the company of a potential dangerous person or some other factor that might put the person in peril? Is there information that could assist the public in the safe recovery of the person?

The Endangered Person Advisory Program is a cooperative effort between the Missouri Department of Public Safety, the Missouri State Highway Patrol, the Missouri Department of Health and Senior Services, the Missouri Police Chiefs Association, the Missouri Sheriffs Association, and the Missouri Broadcasters Association.

Achieve Foundation Joins Forces with the Friends of Summer.

Welcome to the home page for Achieve Foundation. 

Rocky Leavitt is dedicated to helping at risk youth and women. He is co-founder of Achieve Foundation, with his wife and business manager, Theresa. Achieve Foundation is a 501(c)(3).

The Achieve Foundation is dedicated to:

1.      Assisting at-risk youth gain the skills they need to lead full, productive lives. One of the primary objectives of this program is to assist participating youth in becoming better citizens, productive and valued participants in their community. Achieve is attempting to provide positive direction, support and discipline in the lives of its participants.

2.      Assisting women achieve the awareness and skills they need to reduce the risk of violence and continue to lead full, productive lives.

Rocky Leavitt is the Head Instructor for all Self Defense Workshops.

Rocky has dedicated 30 years to the study and practice of all common Okinawan Weapons, Kata and Technique. He and his wife, Theresa, are the founders of Business Leaders National, Inc. Master Leavitt is also the Founder and Head Instructor of Ken Bu Kai and of Ken Bu Kan. As well, he is recognized as a 7th Degree Black Belt in two other Associations.

Master Leavitt founded his own school, Ken Bu Kan, in Lee's Summit Mo in the early 1980's which he ran until his retirement in 1998. At that time his focus turned to Weapons Instruction and Self Defense, in the form of seminars for established Martial Artists, dedicated private students and stand alone self defense seminars for non-martial artists.

Master  Leavitt has conducted Training programs for organizations including the Lee's Summit Police Department, Southwestern Bell, and Metro Security.

Achieve Foundation and Friends of Summer.

Too often, women become the victims of violence because they have not been taught how to defend themselves.  Many times, a small amount of training is all that is necessary to prevent some of the tragedies that befall women in vulnerable situations.  Whether the danger comes from men or from women meaning harm to hapless victims, knowledge of self-defense can make an immediate difference and change the outcome of otherwise tragic circumstances.  Friends of Summer has decided to join forces with Achieve Foundation in order to raise awareness of Women's Self Protection Measures in Honor of Summer Shipp.
